Technology-delegated governance describes a common arrangement: the board assigns AI oversight to the CTO, CIO, or technology leadership team. The CTO manages AI strategy, vendor relationships, deployment decisions, and risk within the IT function. The Widest Gaps: Where the Structural Mismatch Is Sharpest

Three factors show gaps of 3.0 points or more. These are not close calls.

The CTO has a direct interest in AI outcomes. They proposed the AI investments, selected the vendors, hired the data science team, and staked professional credibility on the results. When governance asks “should we have built this?” or “are these risks acceptable?” or “is this vendor the right choice?”, the CTO is answering questions about their own decisions.

This is not a character flaw. It is an organizational design problem. Audit committees do not ask the CFO to design their own oversight for the same reason: the person responsible for the work cannot objectively evaluate the work. AI governance requires the same separation.
